Basically the standard works well for project and program managers but doesn't work for the people who have to work on the projects or the people responsible for rationalizing the human resources working on the projects.

Awareness of which people are overcommitted (not just on time allocation but on tasks that require conflicting skills)
Allows people clarity about what is required of them so they feel more confident saying either yes or no (often with traditional Gantt charts people are unclear and nervous to say that they are unclear).
